Cyber Incident Response Team

Higher Education Council's letter dated 27.11.2014 with the reference number 11924119-719/84 and approved by the Rectorate on 12.12.2014 within the Directorate General was formed.

In accordance with the regulations set forth in the “Regulation on the Establishment, Duties, and Activities of Cyber Incident Response Teams” published in the Official Gazette dated 11 November 2013 and numbered 28818, the University Cyber Incident Response Team (CIRT) was established in compliance with the principles outlined in the 'Corporate CIRT Establishment and Management Guide' prepared by the Ministry of Transport, Maritime Affairs, and Communications. The team is responsible for taking necessary measures against actual or potential cyber attacks directly or indirectly affecting the institution, establishing mechanisms to respond to such incidents, and determining the source, reasons, and consequences of cyber incidents that pose a risk to the confidentiality, integrity, and accessibility of data stored or processed in the university's systems. The team works to prevent the continuation, recurrence, or damage of cyber incidents.

The University Cyber Incident Response Team operates in accordance with the regulations and guidelines specified by the Ministry and carries out its responsibilities as mandated for institutions obliged to establish Corporate CIRTs.

USOM Security Updates and Vulnerabilities

CIRT (Cyber Incident Response Team) Services / Procedure Cyberattacks that threaten the national security of countries can disrupt public service delivery. In this context, to intervene early in cyberattacks, protect systems against attacks, and ensure the continuity of educational services, the Cyber Incident Response Team (CIRT) unit has been established within the Information Processing Department Presidency.

CIRT Team:

  • Conducting security tests for corporate information systems,
  • Centralized management of log records,
  • Organizing the duties and responsibilities during the pre, during, and post-cyber incident periods and regulating the relationships with other units of our university,
  • Preparation of cyber incident management instructions (such as cyber incident intervention, cyber incident notification process, etc.),
  • Participating in meetings and events recommended/organized by USOM and preparing a detailed cyber incident intervention report describing the processes and actions related to the cyber incident.
